The CPSC estimates that as of 1983 there were 21 . 7 to 22 . 2 ATV hospital emer

gency room treated injuries per 1000 vehicles in use of which 2 . 58 to 2 . 64

injuries per 1000 vehicles in use required hospitalization .

In comparison for the same period there were 17 . 9 minibike / trailbike hospital

emergency room treated injuries per 1000 vehicles in use of which only 1 . 0 per

1000 vehicles in use required hospitalization .

It appears from the CPSC data that ATVs or three wheelers are at least twice as dangerous as other kinds of motorized cycles , although their appearance and functional configuration would not cause one to imagine that being the case .

I believe the CPSC will verify that according to their limited documentation of deaths resulting from ATV usage , that between June , 1982 and October , 1984 they know of 63 deaths in people less than 19 years of age . Twenty - nine of

these were from crushed heads , three were from crushed heads and crushed

cervical spinal cords , three from broken necks , five from crushed and torn

abdominal organs , two from crushed chests and lungs and one from drowning . The

exact cause of death in at least 20 could not be documented .

Please bear in mind , these are only reported deaths . . . in the absence of

mandatory reporting . No one knows how many hundreds . . . perhaps thousands more

were seriously injured . . . nor do we have any solid fix on the number of people who were killed in ATV crashes during this period .

These are dangerously deceptive , deceptively dangerous vehicles . It is my hope there is enough public interest in this serious problem to encourage a
