Dr . FINE . There is very little I could add to that . Mr . CRAIG . Just in closing in my questioning , I think that my col league just mentioned an interesting fact when he talked about the bicycle syndrome , which does make some sense to me because we
erently think of the - or the tricycle , excuse me , I think he used the word tricycle syndrome - because we all tend to think that the tricycle is a relatively safe vehicle by which a child may propel itself on ; is that not true ?
Dr . GREENSHER . Yes . It has become a safe vehicle for the child . It was not always so .
Mr . Craig . And the same way with a nonmotorized bicycle ; is that not true ?
Dr . GREENSHER . Yes . Mr . CRAIG . We tend to think of them as more safe ? Dr . GREENSHER . Yes .
Mr . CRAIG . And then when we put a motor on both of those kinds of configurations , without proper instruction , proper parental guidance , we by that very nature up the risk , do we not , of poten tial accidents by the ability of a child to propel themselves at a higher rate of speed ?
Dr . GREENSHER . Yes , we do .
Mr . CRAIG . I find that interesting . I agree with you . I have no trouble with agreeing with you . I have a now 10 - year old son who 2 years ago , 3 years ago , rolled his tricycle , a big trike , if you will , he was not bike age yet , we wouldn ' t let him on a bike , fractured his skull on the sidewalk . Because he was goofing off , I told him later when we found out he was going to recover without any conse quence .
But the fact is he was whipping around on a paved sidewalk , rolled his tricycle head on into the cement , fractured his skull .
Dr . GREENSHER . The point that you are bringing out is that chil dren in that age group are going to perform horseplay . Mr . CRAIG . That ' s right .
Dr . GREENSHER . And you have got to make the vehicle as safe as you can for them , and you have got to safety - proof them as much as you can within reason .
Mr . CRAIG . That ' s correct . And what about the parent ? Can we safety - proof the parents ?
Dr . ĜREENSHER . I think hearings such as this , the fact that media coverage is extensive , will get across . It will have some effect on parents . Somewhere there will be some people that will see this and think twice before they — at least take the proper precautions of gear and size of vehicle that they get for their child . Mr . CRAIG . Thank you . Thank you both very much . Thank you , Mr . Chairman . Mr . BARNARD . Mr . Craig , at this point , I am getting very discour aged . If you couldn ' t - if you failed to control your child , I don ' t know if anybody is going to control theirs .

Mr . BARNARD . One final question . Barring prohibiting the sale of , withdrawing them from the market , if the vehicles sold to minor
