adult supervision , use under controlled conditions along with an in creased emphasis on the need for proper safety attire .
Equally questionable is the effectiveness of a proposal to restrict ATV use to adult operators only when , according to that 1979 report , “ a one - rider size limitation could increase injuries by en couraging unsafe attempts to circumvent it . ” It must be accepted that the diversity in ATV models is intended to allow adults of all sizes , as well as young operators , to choose a vehicle that suits their specific needs . The limitation of ATV ' s to a single size would prevent this option .
Relating specifically to control techniques necessary for operat ing an ATV , it must also be recognized that as with any motorized vehicle specialized skills must be developed to allow for safe oper ation of that vehicle . It must also be recognized that , while the nec essary skill level required for competent ATV use is no greater than that required for other forms of motorized recreational vehi cle use , the techniques related to ATV operation are specialized and specific to all - terrain vehicles .
To address this injury issue , our association has expended consid erable efforts as outlined in our written testimony . The American ATV Association shares the concern of CPSC and Congress regard ing three - wheel ATV - related injuries . We strongly support efforts to increase the awareness of ATV owners as to the responsibilities associated with motorized recreation through the distribution of readily available , easy - to - understand information ma strongly support the development of education programs to be made available to ATV purchasers who desire additional instruc tion on safe ATV operation .
We do not oppose the development of appropriate voluntary ATV design standards which can be shown to reduce ATV injuries pro viding that those standards do not negate the ATV performance characteristics which purchasers find most attractive .
And in conclusion , I would want to mention that the positions I have stated go far beyond those held by our membership and repre sent the positions of many of the millions of Americans who enjoy ATV recreation . At today ' s hearings are many individuals who will not have the opportunity to address this subcommittee . However , these folks who represent ATV enthusiasts from all parts of the country share our concern regarding possible CPSC initiatives that will impact their opportunity to enjoy ATV recreation . We ask you not to forget us , and I thank you .
