ou , I thought about this when I saw the ad . When I saw that ATỶ climbing that wall , I said to myself , you know , some body is going to take that thing literally . Now that was about 4 or 5 months ago . Now we have testimony this morning that somebody really thought that one of those things had suction caps on it and they could just " ptukh - ptukh - ptukh - ptukh and go up the wall .

Well , you can ' t the point I am saying is you cannot supervise a child , a young person 14 years old and down on a constant basis like that . There is just no way to do that .

Mr . JANSON . Well , this is a motorized recreational vehicle that is not a surrogate babysitter . It should not be purchased to send one of your children out unsupervised . That use should be limited to those circumstances when the parent can assure that the operation will be responsible . And without those circumstances , that vehicle should not be used . The parent should maintain the control of that vehicle so that it is only used under those conditions .

Mr . BARNARD . But doesn ' t this vehicle have some capabilities which a normal vehicle doesn ' t have ? I mean , for example , a bicy cle or a tricycle , even a minibike . This particular vehicle has at tributes that all of these do not have . I mean the speed goes higher . As we have seen from the engineering studies , be they well - found ed or otherwise , there are some , certainly , dynamics there that someone 14 years and younger wouldn ' t necessarily understand .

Mr . JANSON . Well , this has there is no question that the design characteristics of ATV ' s , in the case of the three - wheel ATV , are very specialized and require very specialized skills . But again I would go back and say that our experience demonstrates that these required skills are not beyond the capabilities of the average child .

Mr . BARNARD . Let us say that I had a young child , which I don ' t now , but I have bought many a bike in my time . I want you to know that . I plead guilty . You buy your young person - either one of you , Mr . Bishop or Mr . Janson , where would you go as a prospec tive rider or parent to train a young person as to how to drive this vehicle ?

Mr . BISHOP . The first thing you should do is ask the dealer if there is any local ATV clubs in the neighborhood .

Mr . BARNARD . Do you know of any ? I mean , is that a pretty pop ular

Mr . BISHOP . It is really getting that way . A lot of especially in the East , there is not very many places to ride . And the ATV clubs are purchasing private land or renting private land to hold rallies and far nily rides on , and you join the club to get in on that . In the West , it is probably hard for you to realize that this is a major family sport .

Mr . BARNARD . The wild , wild West , eh ?

Mr . BISHOP . Not really . The family piles in the motor home and goes out in the desert , and you have it is like the mother and her little ducklings . You have the father on the large bike , and the wife , and it goes on down , and they trail off into the desert . It is really great beneficial family recreation .
