Mr . Craig . Mr . Bishop , did you get a response from “ 20 / 20 ” on this letter ?

Mr . BISHOP . That is a curious thing . When I found out that “ 20 / 20 ” was going to do that , I offered our park at Pismo Beach to be a test field for them , and I wanted to show them what we were doing on the safety angle . They apparently wanted to do a slanted pro gram and they never contacted me back . After I wrote that letter , I still haven ' t gotten a response . Other people that I know have gotten a response .

Mr . CRAIG . Did they film at Pismo ?

Mr . BISHOP . No . They went to Pismo and didn ' t find anything to film and left . The rangers knew they were there . They got permis sion to use the park . They filmed some footage but didn ' t use it . Because it wasn ' t sensationalism . It showed safe family recreation . That is what we are all about . That is our bottom line . We want to provide it for the people of California , and they didn ' t want to show it .

Mr . CRAIG . Well , thank you . We are not here to try “ 20 / 20 ” on the issue .

Both of you , do you have young children yourselves ? Mr . BISHOP . I have got an 18 - year - old daughter that has been riding three - wheelers for 7 years .

Mr . Craig . So she started when she was at the age of 11 ? Mr . BISHOP . Yes .

Mr . CRAIG . But at that time , how did you work with her in devel oping her skills in the area ?

Mr . BISHOP . I started her with just riding around our camp , and then showing her where to put her weight and letting her get the feel of it . I made explicit instructions she wasn ' t to shift it . I put it in first gear to limit the speed to no more than 8 miles an hour and she was not to shift it . As she progressed , I would let her go into second gear . And as she went faster , and then pretty soon she was really proficient at it . And she always had a helmet on and always wore boots and gloves and goggles , and she never got hurt . . Mr . CRAIG . Mr . Janson , your experience ?

Mr . JANSON . Well , I have three children . All of them have been involved in motorized recreation : Minibikes — my older children , and all - terrain vehicles . My children , before they have been able to , or allowed to use any of our vehicles , especially when they were very young , we started with a quiz where they identified each of the parts of the controls and had to define what those controls were . And if they were not able to define them , we did not ride that day . Unfortunately , my children probably did not get as much riding opportunity as some of the other children in our neighbor hood .

Mr . CRAIG . Mr . Janson , as an officer in the association that you referred to and the some 1 , 000 sanctioned activities or competition activities or riding activities that your association is involved in an nually , what kind of rules and regulations do you have that partici pants in those sanctioned events must follow ?

Mr . JANSON . Well , the rules range on organization of the activi ties themselves , how the events occur , how they are structured , as well as equipment requirements , management requirements for that particular type competition . As I mentioned , there are break
