American Honda realizes that they have a responsibility to the people and they are trying very hard to supplant that .

Mr . CRAIG . If your park rangers in the course of their responsi bility in patrolling these organized areas comes upon an organized group activity where there appears to be from their observation substantial rowdiness and drinking , what can they do about it ?

I shouldn ' t say drinking . I mean , the consumption of alcoholic beverages .

Mr . BISHOP . It is illegal in California to drive any vehicle while you are drunk .

Mr . CRAIG . Any vehicle ?

Mr . BISHOP . Yes . Whether it is off road , on road , it is illegal in the State . You can drive and drink , but you can ' t be drunk . So , you could be off the road with a beer in your hand and not be cited . However , if you fail a sobriety test you go to jail .

Mr . CRAIG . Do your park rangers have authority for enforce ment - -

Mr . BISHOP . Oh , yes . Mr . CRAIG [ continuing ) . Of that law in those organized areas ? Mr . BISHOP . Yes . They are fully certified peace officers . Mr . CRAIG . They are ?

Mr . BISHOP . They are . Our patrol , however , is not . The patrol is only advisory . If we see a problem , we go up and tell the people that there is a problem and advise them that they could be arrest ed . We will tell them if somebody had been hurt in a certain area doing the same thing that they are doing right now , and it kind of brings them back down to Earth and they go on about their busi ness . So , it is a little bit safer .

Mr . CRAIG . Thank you very much , both of you gentlemen , for your testimony . I think it was very valuable for the committee ' s record .

Mr . Chairman , at this point I guess I have two observations based on their testimony and others , and I think you made them earlier in a different context . We have some , and I think that the observation or at least the conclusion that I heard coming out of the 20 / 20 exposé was recall , recall , recall , and your concern , as clearly demonstrated by your questioning as to young people and the ability of young people to perform and utilize these vehicles safely . I don ' t know if we can do it . I am sure the American public would not allow us to pass a law making parents responsible . We have to assume that as a given , that parents are responsible if they engage in the act of parenting . At least we hope so .

But I think that in this area instead of looking , or at least re sponding to the call to recall , maybe we ought to be looking at the method of advertising at times , because I think there is a clear con cern expressed with certain validity that misleading advertising , al though it may promote the sales of vehicles , may well lead certain young people to believe that they can demonstrate capabilities or do something on a machine that the machine is incapable of doing .
