Mr . JANSON . I would have to say that each one has its own spe cial requirements . Now , as to whether or not the minibike or the small - displacement snowmobile or the all - terrain vehicle , as to which one is more complicated , I think that is a question probably best aimed at the engineers and something to determine the appro priateness of it . I really couldn ' t say .

Mr . BARNARD . Mr . Bishop , would you care to address that ? The question is , is there a motorized vehicle which is more complicated to ride than an ATV ? That requires more skill ?

Mr . BISHOP . I can ' t address that . I ride everything that you can ride , and ATV ' s are it is an extremely rider active vehicle . You have to place your weight . You can move around on it

Mr . BARNARD . But would you say that a motorcycle is more com plicated to ride than an ATV ?

Mr . BISHOP . It is the same only different . It is a hard thing to describe . You have to be - -

Mr . BARNARD . You have answered that question very well . [ Laughter . ]

Mr . BISHOP . You can ' t compare motorcycles and ATV ' s . Mr . BARNARD . Why ?

Mr . BISHOP . And you can ' t compare three - wheelers to four - wheel ers .

Mr . BARNARD . Why ? Mr . BISHOP . The handling characteristics are different .

Mr . BARNARD . You are not saying , then , that an ATV is simple to ride ?

Mr . CRAIG [ continuing ] . To experience the very thing I think that Mr . Bishop says : Every machine has its unique characteristics . We ran into one problem today - House Rule 95 . It just wouldn ' t allow us to do it without breaking the law , and , of course , we are talking about not breaking the law .

Mr . BARNARD . Well , our House rules just have not kept pace with modern motorized vehicular travel . They won ' t let you put a motorized vehicle out there on the beautiful lawn of our Capitol . We haven ' t gotten that far yet .

Mr . CRAIG . That is why I didn ' t fight it , Mr . Chairman .

Mr . BISHOP . We could put a lawnmower attachment on it for you , and then you would be doing the maintenance work at the same time . [ Laughter . ]

Mr . BARNARD . Do you think OSHA would let us put a lawnmow er behind one of those things ? You know what OSHA is , don ' t you ?

Mr . BISHOP . Oh , yes . Mr . BARNARD . Occupational safety , and so on . Mr . BISHOP . Yes , sir .
