significant ATV information and education effort in Fiscal 1986 . Also , the groundwork will be laid for compliance activities , should they become necessary .

I should also mention that , not long after this ATV action plan was adopted , the Commission made adjustments to its 1985 Operating Plan to compensate for the $ 700 , 000 or so the aforementioned activ ities will cost during the remainder of Fiscal 1985 . As for Fiscal 1986 , the cost of our ATV activity has been estimated to be $ 800 , 000 - 850 , 000 and in the next few weeks we will be finishing our Fiscal 1986 Operating Plan with that statistic in mind . Our objective is to have the studies completed by the end of Fiscal 1986 so that further action , to the extent it may be necessary , can follow shortly

I might add , Mr . Chairman , that we are already beginning to see some of our ATV efforts bear fruit . Just a couple of months ago , for instance , the industry was talking about developing " a truly new set of industry practices " with respect to ATVs minus any reference to possible dynamic stability problems . Now , however , the industry is talking about implementing voluntary standards on age labeling and training by the end of this fiscal year , and it has indicated to the Commission that it may include provisions for testing performance characteristics of ATVs . Of course , it is too early in our inves tigation to know whether and , if so , what kind of voluntary standards are sufficient to resolve the many issues I have discussed .
