This comprehensive program , which carefully balances the collection and development of data , the dissemination of information to the public , and the encouragement of both private and public sector activities , is both a responsive and a responsible one . The Commission has committed its resources to assure the success of this venture . In Fiscal Year 1985 , ATV - related work will cost the Commission $ 727 , 000 . For Fiscal Year 1986 , based on present estimates , the ATV program will cost the Commission at least $ 1 . 1 million . In my opinion , it is time and money well spent .

At this juncture , however , the Commission must obtain more information to determine what , if any , risks of injury are posed by all terrain vehicles and , as appropriate , what actions are necessary .

Contained in the program are several avenues by which we can - - and

will - - collect and develop needed data . For example , the advance notice of proposed rulemaking will solicit information from the public and invite the development of a voluntary standard to address the risk of death and injury . In addition , the Commission will hold five regional hearings to discuss all terrain vehicles with the user population , injured persons , experts , industry representatives , state and local officials , and other interested parties . In my opinion , these hearings are especially valuable tools for information - gathering and information exchange .
