CONCLUSION

In sum , the effect of the Commission ' s implementation of its ATV program is to highlight to the consumer and to the industry the

seriousness of the all terrain vehicle situation and the Commission ' s determination to take action to address any identified unreasonable

risk of injury . Given the magnitude of the problem , a wide - ranging ,

comprehensive program is essential . In my opinion , based upon the

information currently available , the Commission ' s deliberate approach

provides it with the flexibility which is vital to its responsibility

in this matter .
