of those principal manufacturers take up the challenge , assume a leadership role in halting production and distribution of three wheel ATV ' s that are not demonstrably safer than those produced in the past . If even one of those companies would step forward and commit its considerable resources towards that effort , I am confi dent that such a machine would be developed with all deliberate speed .

For any of these firms , it is really less a matter of technology than it is a matter of resolve for them to come up with such a safer ATV accompanied by realistic age labeling to discourage use by those very youngsters under 14 or under 16 that you have heard about today . These actions surely would avert any more needless death and injury .

And if just one company took that initiative to stop current ATV sales , substitute a safer model and call back those already in use by giving a credit or a rebate there are all kinds of mar vices then we would be much further along in alleviating this tale of tragedy . And the tragedy is compounded every day by the un willingness of the industry even to recognize the problem and their own contribution in failing to react to its enormity that you have heard about today . And , if we were to meet 6 months from now , it is going to be even worse .
