began to review proposed instructional manuals and training
courses , in an attempt to create an extensive and nationwide
training program to combat the problem of rider behavior and lack
of instruction which had created a rise in accidents .
For example , Honda published a pamphlet known as " 3
Wheeling For The Fun of It . "
This pamphlet was an additional
instructional pamphlet which set forth the same kind of instructions which were contained in the Owner ' s Manual . It was made available through various organizations , including Honda dealerships , in an attempt to reach users who may not be owners or who may not have Owner ' s Manuals and riding instructions .
Honda also produced and published a movie and video
cassette known as " Talking ATC Safety . " The movie was originally distributed to comnunity groups and to schools . Later , Honda management provided it free of charge to all 1700 Honda dealerships in America , asking them to show purchasers and
prospective purchasers the film or video cassette .
It provides
instruction on how to ride , on safety equipment , on supervision of children , and advice against the use of alcohol .
Please note , that all of these activities were
undertaken by Honda and the ATV industry before the CPSC informed
us that there had been a rise in accidents and before they began
their ongoing investigation . Honda believed that safety
awareness and training would result in lowering the accident rate
and increasing the safety of is customers . As indicated above ,
the original small market for the ATC had now evolved to the
