Not all dealers have off - road facilities available to them , and

some of them lack the qualified instructors needed to enable them

to provide a complete training course .

Honda will support the SVIA certified course ; whether it is required before the vehicle leaves the dealership , or is required to operate the vehicle in an off - road area . We believe that training programs can significantly reduce accidents .

However , it must be noted that a training course reaches only the

vehicle buyer and may not reach the users , as explained earlier in this document . Requiring certifications of all riders may

reach more than just the ATC owners .

HELMET WITH PURCHASE OF VEHICLE : While Honda certainly

encourages and supports helmet usage , we also realize that many

ATC purchasers are motorcycle riders or ATV owners who have

already purchased a certified helmet . We feel that it would be

unfair to customers who have already equipped themselves properly to require them to purchase a helmet with an ATC . Perhaps the certification program could require that a certified rider own

and use a helmet .

MINIMUM AGE : Honda fully supports the idea of limiting

use of ATVS to children over a certain age , and , in fact , as

mentioned above , has already planned to label their ATCs starting

with the 1986 models .
